Scope and Contents
Documents that involve the international controversy of intellectual property and public records of genome research. This includes draft of the Memorandum of Understanding between Celera and the Department of Energy concerning research on determining the sequence and annotation of the reference human genome, specifically genomes 5, 16, and 19 in 1998. The MOU had an adverse response from the NIH Genome Office. Correspondence between Francis Collins, Ari Patrinos, and Eric Lander regarding the MOU declaring the collaboration between Celera and DOE. Both Eric and Francis expressed concern that Celera wanted to take ownership of sequences and SNPs and create their own secret databases with it in the private sector, despite the original intention to make this content public accessible. Documents also include correspondence with Francis Collins, Harold Varmus, and Elise Feingold regarding the workshop on non-mammalian models in 1999 to cover the state of genome technologies and talks from the five model organisms in the NCI report. Documents also include the program for the Fourth Annual Public Symposium for The Changing Character, Use and Protection of Intellectual Property by the German-American Academic Council and The US National Academy of Sciences and the Max Planck Society. Lastly, there is correspondence with Richard Klausner, Francis Collins, Elke Jordan, Patricia Fakunding, David Oddsonn, Erikur Steingrimsson regarding a controversial bill created by deCODE Genetics Inc that would give them access to all patient records from the National Health Service and put them into an exclusive database.
